Question Title
Why the running memory clock is not matched what it should be? For example, when I installed a DDR2-800MHz memory with AMD Athlon 64 x2 4200+ CPU, it should run as 400MHz but it runs 366MHz instead. What’s wrong with it?

Answer
It’s normal. The DRAM controller is built-in by AMD processor. The actual DRAM frequency may vary for some speeds based on the CPU clock multiplier and other configuration options, the memory controller automatically adjusts refresh counters at all speeds as required to meet the device refresh specifications, below table 4 for you reference.
