I cannot find the Card Reader device under Windows 7 even after installing it's driver on Z170 (or H110M) series MB?

Answer

Since the Card Reader device is supported by the USB controller of Intel Skylake chipsets (Intel Z170/Intel H110), it's a must to install USB3.0 driver first for the Card Reader device to work properly under Windows 7.
