请确认 JP8/JP9跳帽是设在 2-3, 2-3.
JP8 & JP9是"CPU频率设置跳帽" ，请参考以下定义：
Short 1-2 Short 1-2 = 100MHz
Short 2-3 Short 1-2 = 133MHz
Short 1-2 Short 2-3 = 不应用
Short 2-3 Short 2-3 = 166MHz
